Conceptual Planning and Urban Design of Shuangjiang Lake New Area in Yiwu

義烏市位居全國百強縣前列，它是享譽全球的世界小商品貿(mào)易中心、一帶一路節(jié)點城市、國家物流樞紐城市、長三角產(chǎn)業(yè)智造名城、城鄉(xiāng)共同富裕示范城市，也是中國唯一一個縣級國家級國際貿(mào)易綜合改革試驗區(qū)。習(xí)近平總書記在浙江、上海工作期間先后12 次到義烏調(diào)研指導(dǎo)，盛贊義烏的發(fā)展具有“莫名其妙、無中生有、點石成金”的特色。

Yiwu ranks among the top 100 counties in the country. It is a world-renowned global small commodity trade centre, a key city along the Belt and Road Initiative, a national logistics hub city, a famous city for industrial innovation in the Yangtze River Delta, a demonstration city for common prosperity between urban and rural areas, and China’s only county-level national comprehensive reform pilot zone for international trade. During his work in Zhejiang and Shanghai, General Secretary Xi Jinping visited Yiwu 12 times for investigation and guidance, and praised the development of Yiwu as "building up from nothing and turning stones into gold marvellously".

“雙江水利樞紐工程”(以下簡稱“雙江湖”)是利用義烏兩條最大的水系——義烏江與南江，在其交匯處規(guī)劃建設(shè)一個總面積約6平方公里的人工湖。該工程是列入國家“十三五”規(guī)劃、長三角太湖流域、浙江錢塘江流域的重大水利項目，是一座以防洪排澇、供水、改善區(qū)域水環(huán)境為主，結(jié)合生態(tài)景觀、休閑旅游、灌溉發(fā)電、兼顧防洪和航運等綜合利用的國家級水利樞紐工程。

The "Shuangjiang Hydro-junction Project" (hereinafter referred to as "Shuangjiang Lake")is to use Yiwu's two largest water systems, the Yiwu River and the Nanjiang River, and plan to build an artificial lake with a total area of about 6 square kilometres at their intersection. The project is included in the national "13th Five-Year Plan", a major water conservancy project in the Taihu Lake Basin of the Yangtze River Delta and the Qiantang River Basin of Zhejiang. It is a national-level water conservancy project focusing on flood prevention and drainage, water supply and improvement of regional water environment, with comprehensive utilization of ecological landscape, leisure tourism, irrigation power generation, combining flood control and shipping.

雙江湖新區(qū)位于義烏西南部，總規(guī)劃面積65平方公里。雙江湖新區(qū)是義烏的重要戰(zhàn)略發(fā)展區(qū)，是“浙中科創(chuàng)大走廊”的重要節(jié)點，是義烏未來發(fā)展和轉(zhuǎn)型升級的戰(zhàn)略增長極、創(chuàng)新策源地和智慧生態(tài)城。在義烏大力建設(shè)“國際貿(mào)易綜合改革試驗區(qū)”、塑造國際化潮流商貿(mào)城市新形象，從“繡湖時代” 走向“雙江湖時代”的背景下，建設(shè)意義重大。

The Shuangjiang Lake New Area is located in the southwest of Yiwu, with a total planning area of 65 square kilometres. It is an important strategic development area of Yiwu, an important node of the "Central Zhejiang Science and Technology Innovation Corridor", a strategic growth pole for Yiwu's future development, transformation and upgrading, a source of innovation, and a smart eco-city. Under the background of building the "International Trade Comprehensive Reform Pilot Zone", shaping a new image of an international trendy commercial city, and moving from the "Xiuhu Lake Era" to the "Shuangjiang Lake Era", the construction of Shuangjiang Lake New Area is of great significance to Yiwu.

緊緊圍繞義烏高質(zhì)量高水平建成世界小商品之都總目標(biāo)，貫徹五大發(fā)展理念，堅持以生態(tài)文明為先導(dǎo)，以現(xiàn)代產(chǎn)業(yè)為支撐，以文脈傳承為靈魂，依托雙江湖，結(jié)合佛堂旅游度假區(qū)和義烏科技城建設(shè)，將雙江湖新區(qū)打造成為高質(zhì)量發(fā)展背景下的綠色生態(tài)功能區(qū)、智慧都市樣板區(qū)、文化旅游度假區(qū)、創(chuàng)新驅(qū)動示范區(qū)，為浙江建設(shè)第四大都市區(qū)、打造世界“小商品之都”奠定堅實基礎(chǔ)。

Focusing on the general goal of Yiwu to build the world's capital of small commodities with high quality and high standards, implement the five major development concepts, adhere to ecological civilization as the guide, modern industry as the support, cultural heritage as the soul, relying on the Shuangjiang Lake, combining with the Fotang Town tourist resort and the construction of Yiwu Science and Technology City, to build Shuangjiang Lake New Area into a green ecological functional area, a smart city model area, a cultural tourism resort, and an innovation-driven demonstration area under the background of high-quality development, and lay a solid foundation for Zhejiang to build the fourth largest metropolitan area and build the world capital of small commodities.

概念規(guī)劃著重銜接國土空間規(guī)劃，研究新區(qū)發(fā)展定位，構(gòu)建未來產(chǎn)業(yè)體系，優(yōu)化片區(qū)功能結(jié)構(gòu)，協(xié)調(diào)生產(chǎn)、生活和生態(tài)空間布局，優(yōu)化綜合交通系統(tǒng)，整合資源，重塑宜商、宜業(yè)、宜居、宜游新格局；

The conceptual planning focuses on connecting with the territorial planning, to study the development positioning, construct future industrial systems, optimize the functional structure of the area, coordinate the layout of production, living and ecological spaces, optimize the comprehensive transportation system, integrate resources, and reshape a business-friendly, liveable, and tourist-friendly new pattern;

城市設(shè)計著重提出新區(qū)營建創(chuàng)新模式，明確空間布局結(jié)構(gòu)與形態(tài)，細(xì)化用地功能布局，協(xié)調(diào)市政工程，系統(tǒng)塑造特色濱水景觀風(fēng)貌，提升公共空間品質(zhì)，彰顯義烏地域文化。

The urban design focuses on proposing an innovative model of new area construction, to clarify the spatial layout structure and form, refine the land use function layout, coordinate municipal engineering, systematically shape the characteristic waterfront landscape, improve the quality of public space, and highlight the local culture of Yiwu.

概念規(guī)劃研究范圍即雙江湖新區(qū)管轄范圍。位于義烏西南翼，主要為環(huán)城南路以南區(qū)域，往北接陸港新區(qū)和中心城區(qū)，往南為金義都市新區(qū)和東陽橫店，涉及江東街道、稠江街道和佛堂鎮(zhèn)部分區(qū)域，面積約65平方公里。

Conceptual planning research scope: that is the administrative are of Shuangjiang Lake New Area, located in the southwestern part of Yiwu; it is mainly the area south of Huancheng South Road, connecting Lugang New Area and the central urban area to the north, Jinyi New Area and Hengdian in Dongyang to the south, involving parts of Jiangdong Street, Choujiang Street and Fotang Town, with an area of about 65 square kilometres.

城市設(shè)計范圍即環(huán)“雙江湖”區(qū)域，面積約17平方公里（含雙江水利樞紐工程約6平方公里）。規(guī)劃范圍內(nèi)城鎮(zhèn)開發(fā)邊界內(nèi)建設(shè)用地約6.1平方公里，為體現(xiàn)環(huán)湖城市設(shè)計的完整性，也包含了若干非建設(shè)用地。

Urban design scope: that is the area surrounding the Shuangjiang Lake, covering an area of about 17 square kilometres (including the Shuangjiang Hydro-junction Project with an area of about 6 square kilometres). The construction land within the urban growth boundary is about 6.1 square kilometres; in order to reflect the integrity of the urban design around the lake, some non-constructive land is also included.

方案征集范圍

Scope of the project

（1）本項目鼓勵中外應(yīng)征機構(gòu)組成聯(lián)合體報名，但聯(lián)合體成員不得超過3家。境內(nèi)應(yīng)征機構(gòu)須具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)、建筑行業(yè)（建筑工程）甲級資質(zhì)其中之一；境外應(yīng)征機構(gòu)須具有所在國、地區(qū)政府主管部門或其有關(guān)行業(yè)組織核發(fā)的從事戰(zhàn)略咨詢、城鄉(xiāng)規(guī)劃、建筑設(shè)計其中之一的相應(yīng)資格或執(zhí)業(yè)許可。不接受個人及個人組合的報名。

This solicitation activity encourages application by consortium of domestic and foreign institutions, but the consortium shall not have more than three members. Domestic institutions must have one of Grade-A qualification of urban and rural planning formulation, or Grade-A qualification of architecture and construction engineering; foreign institutions must have one of the relevant qualifications of strategy consulting, urban and rural planning, or architecture design issued by the competent authority or relevant industry organizations of their home country or region. Applications by individuals or groups of individuals will not be accepted.

（2）具有以下同類項目經(jīng)驗的應(yīng)征機構(gòu)將被優(yōu)先考慮：

1）豐富的城市新區(qū)、濱湖地區(qū)發(fā)展綜合戰(zhàn)略研究能力與實踐經(jīng)驗；

2）豐富的城市設(shè)計、濱水環(huán)境、建筑風(fēng)貌、公共空間等設(shè)計經(jīng)驗。

Applicant institutions with experience in similar projects will be given priority:

1) rich research capabilities and practical experience in comprehensive strategic research for the development of new urban areas and lakeside areas;

2) rich design experience in urban design, waterfront environment, architectural style, public space, etc.

（3）主創(chuàng)設(shè)計師及團隊成員須全過程參與本次征集活動（項目啟動會及現(xiàn)場踏勘、方案設(shè)計、現(xiàn)場方案匯報）。項目團隊需各專業(yè)工種配備齊全，具備產(chǎn)業(yè)、交通、空間綜合研究能力。

The chief designer and team members must participate in the whole process of this solicitation activity (project release conference and site survey, scheme design, and on-site presentation, etc.). The project team needs to be fully equipped with different professional types of work, and have comprehensive research capabilities in industry, transportation, and space.

5家入圍應(yīng)征機構(gòu)按照《征集文件》要求遞交最終設(shè)計成果后，經(jīng)評審委員會評審后確定方案排名，獲得相應(yīng)設(shè)計費用：

Five applicant institutions will be shortlisted to participate in the scheme formulation stage. After the shortlisted applicant institutions submit valid application documents in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking of schemes, and award the corresponding design fees.

第一名：獎金人民幣300萬元；

第二名：獎金人民幣200萬元；

第三名：獎金人民幣150萬元；

第四、五名：分別獲得補償金100萬元。

The first place: a bonus of RMB 3 million;

The second place: a bonus of RMB 2 million;

The third place: a bonus of RMB 1.5 million 

The fourth and the fifth places: a compensation of RMB 1 million respectively;

經(jīng)綜合考量，主辦單位將從獲得前三名方案的應(yīng)征機構(gòu)中選取一家，作為后期深化的設(shè)計機構(gòu)。后期深化設(shè)計費用為人民幣150萬元（含稅）。

After comprehensive consideration, the organizer will select one of the applicant institutions that have won the top three places as the design institution for the follow-up deepening stage. The design fee for the follow-up deepening stage will be RMB 1.5 million.

應(yīng)征機構(gòu)下載申請表格（附件1）并完整填寫申請信息后，發(fā)送郵件至指定郵箱zxb@planning.org.cn，獲取資格預(yù)審文件等相關(guān)文件。

The applicant shall send the application form to the designated email address to acquire the Prequalification Document and other related documents by email.
